    New Frontiers for Monetary Policy in Chile

    This paper assesses the efficiency of the current Inflation Targeting (IT) scheme in place at the Central Bank of Chile. Using a small macroeconomic model of the Chilean economy, our main results are as follows: (i) an efficient monetary policy requires a bias towards output stabilization around its long run trend; (ii) the switch to forecast-targeting, implicit in the current IT scheme in Chile, results in an efficiency gain; (iii) targeting core inflation is not efficient; (iv) ceteris paribus, efficiency could be enhanced if monetary policy leans against the wind when facing shocks to the cost of international finance.

    With the expansion of IT Services in public administrations and citizen demands on high 1 quality/performance in e-government solutions; it is imperative that Governments increase the effectiveness of public ITSM processes and improvement of ITSM project management through a support to the strategic decision-making process of IT administrators. The author presents an analysis of common issues of E-Government Services and strategic needs of information unmet that provoke ITSM processes do not achieve the effectiveness/efficiency expected. A framework consisting of an innovative theoretical model of Public ITSM management and a technological solution aligned to the ITIL and 2 ISO/IEC20000 with focus in citizen’s needs, is proposed in the article. The research proves the 3 framework integrates, manages and coordinates in a holistic, measurable and auditable way, ITSM process/projects of E-Government Services and use the effectiveness assessment for strategic decision-making to improve public process maturity level and e-government capacity of an efficient administration.Con la expansión de Servicios IT en la administración pública, y las demandas de ciudadanos por soluciones de Gobierno Electrónico de alta calidad/rendimiento; es imperativo que Gobiernos (nacionales, provinciales y municipales), incrementen la efectividad de los procesos públicos ITSM a través de la mejora de la gestión pública de los proyectos ITSM con soporte al proceso de toma de decisiones estratégicas de los administradores IT. El autor presenta un análisis de problemas comunes de los Servicios de Gobierno Electrónico alrededor del mundo, con necesidades estratégicas de información no satisfechas que provocan que los procesos públicos ITSM y la gestión pública de proyectos no alcancen la efectividad y eficiencia esperada. Se propone un framework compuesto por un modelo teórico innovador para la gestión pública ITSM y una solución tecnológica alineada a ITIL, a ISO/IEC20000 con foco en las necesidades de los ciudadanos. Transient behaviour is observed when the crack starts to grow. The plastic wake length has an influence on the crack closure results and a great impact on the computational cost. Previous works have analysed the influence of this parameter considering bi-dimensional specimens in either plane strain or plane stress conditions. Lately, some three-dimensional models have appeared in order to analyse the crack closure phenomenon. The main scope of this study is to quantify and comprehend the minimum length required to stabilise the crack opening and closure values considering a three-dimensional model. On this purpose, a CT aluminium specimen has been modelled three-dimensionally and several calculations have been made in order to evaluate the influence of the simulated plastic wake.     A numerical analysis of the plastic wake influence on plasticity induced crack closure

    Fatigue crack closure has been studied by means of finite element method since long time ago. Most work has been performed considering bi-dimensional models. Lately, the use of threedimensional models has been extended. Nevertheless, the methodology employed has been taken from that developed for bi-dimensional cases. There are a great number of previous bi-dimensional studies which analyse different numerical parameters and optimise them. The current computational capabilities allow a comprehensive study of the influence of the different modelling parameters in a similar way to those studies carried out with bidimensional models, with the advantage, that the evolution along the thickness of the analysed parameters can be taken into consideration. In particular, one of the key issues is related to the plastic wake length which is developed during the previous loading cycles. This residual stresses have a great influence on the crack opening and closure values. As the numerical analysis are complex and computationally expensive, the length of the simulated wake is a critical parameter. In this work, a comprehensive study of the effect of the plastic wake in fatigue crack closure is made. On this purpose, a CT aluminium specimen has been modelled three-dimensionally and several calculations have been made in order to evaluate the influence of the simulated plastic wake length. The numerical analysis is made in terms of crack closure and opening values as in terms of the stress and strain fields near the crack front.Universidad de Málaga.     The Effects of Music Genre on Cycling Performance and Perceived Exertion

    Many people claim that music enhances their exercise experience. To our knowledge, no studies have analyzed the effect of music genre on exercise performance and perceived effort. Purpose: The purpose of this study was to analyze the effect of music genre on effort as well as perceived exertion while exercising. Methods: Eighteen untrained individuals, age 18-22, participated in this study. Participants performed two 25-minute exercise trials on a Monark bicycle ergometer. Participants were randomized to a music genre (either hip-hop, country or classical) and to condition (music or no music). Rating of perceived exertion (RPE), heart rate (HR), and resistance were recorded for the first ten minutes, while the same three measures and total calories burned were recorded for the final fifteen. Results: No significant difference was found in RPE between music and no music (p=0.477). The results of the Tukey post-hoc showed a significant increase in caloric expenditure between country music and hip-hop music (p=.008). There were no differences in RPE (F2,17=1.45, p=0.265) and music preference (F2,17=3.21, p=0.069) across genre. Conclusion: Based on these results, exercise performance and perceived effort were similar with or without music. When examining the effects of music genre, listening to country music increased caloric expenditure when compared to hip-hop music

    Aspects of electrostatics in BTZ geometries

    In the present paper the electrostatics of charges in nonrotating BTZ black hole and wormhole spacetimes is studied. Our attention is focused on the self-force of a point charge in the geometry, for which a regularization prescription based on the Haddamard Green function is employed. The differences between the self-force in both cases is a theoretical experiment for distinguishing both geometries, which otherwise are locally indistinguishable. This idea was applied before to four and higher-dimensional black holes by the present and other authors. However, the particularities of the BTZ geometry makes the analysis considerable more complicated than those. First, the BTZ spacetimes are not asymptotically flat but instead asymptotically AdS. In addition, the relative distance d ( r , r + 1 ) between two particles located at a radius r and r + 1 in the geometry tends to zero when r → ∞ . This behavior, which is radically different in a flat geometry, changes the analysis of the asymptotic conditions for the electrostatic field. The other problem is that there exist several regularization methods other than the one we are employing, and there does not exist a proof in three dimensions that they are equivalent. However, we focus on the Haddamard method and obtain an expression for the hypothetical self-force in series, and the resulting expansion is convergent to the real solution. We suspect that the convergence is not uniform, and furthermore there are no summation formulas at our disposal. It appears, for points that are far away from the black hole the calculation of the Haddamard self-force requires higher-order summation. These subtleties are carefully analyzed in the paper, and it is shown that they lead to severe problems when calculating the Haddamard self-force for asymptotic points in the geometry.Fil: Herrera, Yago.
